This is free software which should help you:
http://www.virtualdub.org/

If you want to spend a few hundred dollars, I suggest my tool of choice:

Okay, I have VirtualDub up and running, but it gives me a "No video frames found in .MPEG file" error report, which does not make a lot of sense to me. Any clues?

I think I have a solution now, awkward though it may be. I have successfuly used VirtulaDub to lift out the piece of footages I want. It writes it out as a huge .AVI file. Then, I use TMPGEnc to convert the big, bad .AVI into an MPEG-1 file, which is considerably smaller. I have heard of the XP Moviemaker software but I am under 98SE here, no XP yet. However, you guys have given me a workable solution, and I thank you. If you have a "cleaner" solution for me, please advise.

Try Mpg2Cut2 - simply copies selected portions from an Mpeg2 file. Runs in Win98 or later.

Free - easy - quick.
